What is Boris doing?
Introducing the new charging network
The Mayor of London, Boris Johnson
“Through the development of Source London, we are seeking to create the fertile conditions for electric vehicles to flourish to make our city the electric driving capital of Europe.”

Electric Vehicles
Encouraging the market and uptake of electric vehicles will help to:
- improve London’s air quality – in particular NOx and PM10 emissions;
- reduce CO2 emissions – the comparison needs to consider the ‘wheel to well’ emissions and not just those produced at the tailpipe. Even taking into account the current UK electricity generation grid mix, electric vehicles result in 30-40% less CO2 emissions than petrol or diesel vehicles;
- achieve energy security – reduce our reliance on oil;
- put the UK at the leading edge of this technology – encourage UK R&D by creating a strong domestic market.
What is the Mayor doing?
The Mayor wants London to be the electric car capital of Europe and announces London’s participation in an electric vehicle partnership with C40 group.
On the 19th May the Mayor launched his Electric Vehicle Delivery Plan. The initiatives set out in the Plan include:
- Working with the private and public sectors to deliver 25,000 charging spaces in London’s workplaces, retail outlets, car parks and streets by 2015;
- Converting at least 1,000 Greater London Authority fleet vehicles to electric by 2015;
- Guaranteeing that the 100 per cent exemption of the Congestion Charge for electric vehicles will remain in place, saving users approximately £1700 a year
- Continuing to support the London Electric Vehicle Partnership.
The purpose of the Partnership is to bring together key stakeholders and decision makers from within the vehicle manufacturing industry, the London Boroughs, the GLA Group, energy and infrastructure suppliers and electric vehicle users in order to identify the barriers, costs and benefits of the greater use of electric vehicles and to develop and implement an action plan to encourage the roll out and greater use.
The aims of the London Electric Vehicle Partnership are to:
- Develop and implement an action plan for the greater use of electric vehicles in London;
- Develop, share and disseminate best practice;
- Develop, where practicable, common process and technical standards, particularly in partnership with the London boroughs;
- Increase the level of support to encourage the use of electric vehicles;
- Co-ordinate resources and achieve value for money.
